Impact of the COVID-19 Pandemic on the Welfare of Urban Agricultural Households in Vietnam
Abstract
Urban agriculture is integral to the green and sustainable development strategies of many nations. However, in Vietnam, small-scale urban agriculture, primarily household-based, faces considerable risks, including vulnerability to natural disasters. This study assesses the short-term impact of the COVID-19 pandemic on the welfare of urban agricultural households in Vietnam. Drawing on a national survey dataset on Vietnamese household living standards, this research employs a combination of the difference-in-differences (DID) approach and propensity score matching (PSM) with DID to ensure robust analysis. The results indicate that although the COVID-19 pandemic did not significantly affect household income, it led to a reduction in household expenditures, including both total household consumption and per capita consumption. The findings also show an increase in the number of individuals participating in agricultural work as a short-term response to the pandemic. These outcomes reaffirm the critical role in urban agriculture and provide valuable insights for policymakers seeking to develop targeted measures that sustain and promote urban agriculture development in the future.
